The size, position and appearance of the proposed development, including the amount of hardsurfacing, would detract from the character and appearance of the street scene. The development would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G2, G6, D1 and H5 and advice contained within Sections 3 and 5 of the South Oxfordshire Design Guide 2008 and PPS1 and PPS3.

The size, position and appearance of the proposed development in relation to No.26 Back Street would have an overbearing and oppressive impact, resulting in loss of light and outlook to the sitting room of this adjoining residential property, detrimental to the living conditions of the occupiers. The proposal would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G2, D4 and H5 and advice contained within Section 3 of the South Oxfordshire Design Guide 2008 and PPS1 and PPS3.
