The proposed conversion of the outbuilding would be tantamount to the creation of a separate unit of residential accommodation. Due to the site's relatively isolated and unsustainable location, this is contrary to Policies G2, G6, H6, and H13 of the South Oxfordshire Local Plan 2011.

The proposed development, particularly in relation to the link extension and the extension to the outbuilding would, through the loss of the important gap between the buildings and the expansion of the residential use into the outbuilding, harm the setting of the listed buildings and diminish their special architectural and historic interest. As a result the proposal would be contrary to Policies G2, G6, H13, CON2, CON3 and CON5 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS5.
