Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, HOO/645A and amended site plan showing relocation of building 0.5m to south, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That prior to the commencement of the development, details of the proposed foundation design of the replacement building shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To safeguard trees which are visually important in accordance with Policies C9, CON7 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development a detailed specification of any external ducts, flue pipes or means of external venting shall be submitted to and approved in writing by the local planning authority and any such works shall be implemented in strict accordance with the details as approved. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, details of all new windows and doors shall be submitted at scale 1:20 and 1:5 (section and elevation), together with details of finishes shall be submitted to and approved in writing by the Local Planning authority, and shall be implemented in accordance with the approved details. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

That the tree protection measures, as specified in the Tree Protection report accompanying the application shall be implemented prior to the commencement of works and shall be kept in place for the entire course of the development. Reason: To safeguard trees which are visually important in accordance with Policies C9, CON7 and D1 of the South Oxfordshire Local Plan 2011.

That the proposed rooflights shall be of conservation type with a central bar and sitting flush with the roof surface. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G6, CON5, CON7, H13 and D1 of the South Oxfordshire Local Plan 2011.

That the building hereby permitted shall be occupied and used only in connection with and incidental to the occupation and use of the existing property, Red Cow House, Stoke Row, as a single dwellinghouse, as specified in the application, and shall not be occupied or used separately therefrom. Reason: Permission is granted on the basis that the use will be incidental to the main house as unrelated use would be have an unsatisfactory relationship with the existing dwelling and detract from the setting of the listed building, contrary to Policies H13, D4 and CON5 of the South Oxfordshire Local Plan 2011.
