Conditions / Refusal Reasons
The site lies within a loose-knit ribbon of development, visually distinct from the built up area of Henley. Consequently the proposed dwelling would be in a location where Policy H6 of the South Oxfordshire Local Plan 2011 applies and where new residential development is resisted. The proposal would also be contrary to advice contained within PPS1, PPS3 and PPS7.
The proposed dwelling would result in the consolidation of development at one end of this loose-knit group of dwellings and would inappropriately increase the visual prominence of the dwellings in the landscape and erode their informal rural character. In a similar vein, this proposal would go against the established grain of The Fairmile and would neither preserve nor enhance the character or appearance of the Conservation Area and would be harmful to the setting of the Grade II listed wall. Furthermore, the closure of the gap between buildings would detract from the landscape quality of the Chilterns Area of Outstanding Natural Beauty. As such, the proposal would be contrary to Policies G2, G6, C1, C2, CON5, CON7 and D1 of the South Oxfordshire Local Plan 2011.
The lack of information submitted about the position of service runs and formation of parking and turning areas means that the proposed development fails to demonstrate that the protected frontage trees would not be harmed through works to create service trenches or hardsurfacing. As such, the proposal would be contrary to Policies G2, C2 and C9 of the South Oxfordshire Local Plan 2011.
