The application site is located in a prominent position within the Henley Conservation Area on the edge of the built up area of Henley-on-Thames. The existing building is formally recognised as a Building of Local Note within the Conservation Area Character Appraisal and makes an important positive contribution to the character and appearance of the Conservation Area. The loss of the building would detract from the character and appearance of the Conservation Area and there are no reasons of sufficient weight to justify the loss of the building. In addition there are no acceptable plans for the redevelopment of the site. As such the proposal is contrary to Policies CON6 and CON7 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS5.
