Towersey is a small settlement in a rural location where the provision of new housing is unacceptable in principle on grounds of sustainability. The occupiers of the proposed dwellings would be heavily reliant on private vehicles in order to access services and facilities. The development would therefore be contrary to the provisions of the South Oxfordshire Local Plan 2011, particularly Policies G1, G3 and H6 and the advice contained in Government Guidance in PPS1, PPS3, PPS7 and PPG13.
Having regard to the proximity of the proposed dwellings to the boundary of the rear garden of No.6 Thame Road, the proposal is likely to result in an unacceptable level of overlooking of the rear garden of this neighbouring property. The proposal would therefore be detrimental to the residential amenities of the occupants of this property and would be contrary to the provisions of the South Oxfordshire Local Plan 2011, particularly Policy D4.
The plans submitted with the application fail to show the position of the new access serving the dwelling to the north of the application site. It is therefore impossible to make an appropriate assessment of the likely impact of the new access and the proposal could have an adverse impact on highway safely contrary to the provisions of the South Oxfordshire Local Plan 2011, particularly Policies D2 and T1 and the advice contained in Government Guidance in PPG13.
