That, having regard to their importance as a historic feature and integral part of this prominent Grade II* listed building, the proposal to remove the pavement lights and infill the area with modern stone would cause significant harm to the special historical interest and architectural quality and setting of the town hall, contrary to the provisions of the South Oxfordshire Local Plan 2011, in particular Policies CON3 and CON5 and advice contained in Planning Policy Statement 5.
