The noise report submitted by the applicant demonstrates a considerable difference between existing background noise levels and predicted noise levels for the proposed use, to the extent that it would not be practical to mitigate the noise that would be generated by the outdoor play area. In addition, there are also concerns about the noise from vehicle movements along Church Road when delivering and collecting children at busy times of the day. As the increase in noise levels would be likely to be significant, this would detract from the living conditions of nearby residential occupiers and would also be harmful to the tranquil character of the surrounding area. As such, the proposal would be contrary to Policies G2, G6, CON7, EP2, D1 and CF2 of the South Oxfordshire Local Plan 2011 and advice contained within PPG24.
