The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P10/E1385/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1, 2, 3, 4, 5 and horsewalker details, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P10/E1385/DIS

Prior to the commencement of development samples of the materials to be used for the external walls and roofs of the stables and hay/machinery store hereby approved shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, C1, C2, D1 and R10 of the South Oxfordshire Local Plan 2011. The fencing and hard surfacing shall be carried out in accordance with the details shown on the approved plans and described within the Design and Access Statement and other supporting documentation unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the site in accordance with Policies G2, G6, C1, C2, D1 and R10 of the South Oxfordshire Local Plan 2011. Related application(s): P10/E1385/DIS

Prior to the commencement of development details of any external lighting to be used in the areas around the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. Any external lighting shall be designed and installed so the main beam angle is not directed towards any potential observer and is not at an angle greater than 70 degrees from the vertical. Reason: In the interests of the visual appearance of the site in accordance with Policies G2, G6, C2, D1 and R10 of the South Oxfordshire Local Plan 2011.

The development hereby approved shall only be used for private recreational equestrian purposes in connection by the occupiers of Upper Bolney House and shall not be used for any other purpose, including commercial riding, breeding or training. Reason: To ensure that the development is not damaging to the amenities of the area or neighbours in terms of traffic, excessive bridleway use, noise, smell or other disturbance in accordance with Policies EP1 and R10 of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the SouthOxfordshire Local Plan 2011.

No music shall be played at any time in association with the use of the dressage arena. Reason: To protect the amenity of neighbouring residential occupiers in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.

Horse manure derived from the horses kept at the site shall only be stored and disposed of in accordance with the details shown on the approved plans and as described within the Design and Access Statement and other supporting information. Reason: To reduce odour disturbance to neighbouring occupiers in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

When not in use, the mirrors associated with the dressage arena shall be covered as outlined in the Design and Access Statement. Reason: To reduce the visual impact of the mirrors in accordance with Policies G2, G6, C1, C2, D1, and R10 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development full details of how the spoil arising from the development hereby approved will be removed from the site shall be submitted to and approved in writing by the Local Planning Authority. The spoil shall thereafter be disposed of in accordance with the approved details. Reason: To ensure the proper disposal of the spoil generated by the development in the interests of the visual appearance of the site in accordance with Policies G2, G6, C1, C2, D1 and R10 of the South Oxfordshire Local Plan 2011.
