Conditions / Refusal Reasons
The residential development of this site would result in the permanent loss of a substantial area of open space in the middle of a residential estate, which would detract from the open character of the area in a settlement where there is an identified shortfall of open space. As such, the proposal would be contrary to Policies G2, H4 and CF1 of the South Oxfordshire Local Plan 2011 and advice contained within PPS1, PPS3 and PPG17.
The proposed development fails to demonstrate that the redevelopment of the site would not result in the loss of a reptile habitat or to provide sufficient mitigation for that loss of habitat. As such, the proposal would be contrary to Policies G2, C6, C8 and H4 of the South Oxfordshire Local Plan 2011 and advice contained within PPS9.
The proposed development, through containing only 3-bedroom dwellings, would fail to provide a suitable mix of housing, to meet the identified housing need, contrary to Policy H7 of the South Oxfordshire Local Plan 2011 and advice contained within PPS3.
The development fails to provide an appropriate scheme of works or on and off-site mitigation measures to accommodate the impact of the development on local infrastructure, services, or amenities. The proposal is therefore contrary to government advice, and Policy D11 of the South Oxfordshire Local Plan 2011.
