Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, amended site and block plans received 29 July, plan as existing,drawings C530:102, 103, 104, 105, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policies G6, CON5 and D1 of the South Oxfordshire Local Plan 2011.

That with the exception of the two storey stair well which shall be erected in brickwork to match the plinth, the external walls of the village hall shall be clad with dark stained timber boarding and so retained. Reason: To safeguard the character of the area in accordance with Policies G6, CON5 and D1 of the South Oxfordshire Local Plan 2011.

That the new rooflights shall be conservation type, in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority, and shall be so retained and maintained. Reason: To safeguard the character of the area in accordance with Policies G6, CON5 and D1 of the South Oxfordshire Local Plan 2011.

Prior to first use of the village hall after the alterations have been undertaken, the parking and turning areas shall be provided in accordance with the submitted plan Drawing C530:101, and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. A space for the use of the proposed dwelling on the site shall be allocated and clearly indicated for the use of the dwelling at all times. Reason: In the interest of highway safety and in accordance with Policy T1 and T2 and Appendix 5 (car Parking Standards) of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, details of the drainage of the enlarged car park to prevent discharge of water onto the adjoining highway and details of the drainage of the roof areas shall be submitted to and approved in writing by the Local Planning Authority, and shall be implemented as approved. Reason: In the interest of highway safety and in accordance with Policies T1 and EP6 of the South Oxfordshire Local Plan 2011.
