Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1666.01B, 1666.03B, 16602D, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the materials to be used for the external walls and roofs shall be of the same colour, type and texture as those used on the existing building unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, and D1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation and use of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved plan, 1666.02D, and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles by customers and staff of the site at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

The existing hedge along the whole of the eastern boundary of the land shall be retained and properly maintained. Any plant which may die or be seriously damaged or destroyed within 3 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

The new boundary wall hereby approved shall be constructed in matching brick, in terms of colour, type and texture to that which is already in situ along the eastern elevation. Reason: To ensure that the development is not unneighbourly and in the the interests of privacy and visual amenity in accordance with Policies G2, D1 and D4 of the South Oxfordshire Local Plan 2011.

The refrigerator/air conditioning plant installed must not have any tonal qualities or features as described in section 8.2 of BS:4142, the sound pressure level must not exceed 32dBA (Laeq,5min) at the facade of the nearest residential building. Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy EP2 of the South Oxfordshire Local Plan 2011.
