That, having regard to the size and functional design of the compound and related access, its prominent location within this rural part of the Chilterns Area of Outstanding Natural Beauty and the associated loss of a substantial amount of otherwise uninterrupted hedgerow, the proposal would represent an incongruous and visually prominent form of development that would result in significant and unacceptable harm to the character and appearance of the surrounding area. As such, it is contrary to the provisions of the South Oxfordshire Local Plan 2011, in particular policies G2, G4, G6, C1, C2 and D1 and guidance contained within PPS1, PPS5 and PPS7.
