The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

That no development shall take place until bat activity surveys have been completed and a report containing the results and details of appropriate mitigation measures have been submitted to and approved in writing by the Council.

The development hereby permitted shall be implemented in accordance with a scheme of mitigation submitted with the application in all respects.
