Demolition of The Bungalow and outbuildings and construction of replacement dwelling and detached garage. Demolition of 2 storey extension to the rear of Hillside and garage, and construction of a 3 storey extension with integral garage. Alteration to existing vehicular access.
Conditions / Refusal Reasons
The proposed replacement dwelling, through its material increase in volume when compared with the existing dwelling and its position significantly further back into the site than the existing frontage development along Horsepond Road, would result in the visual encroachment of built development into the surrounding countryside. As such, the proposed dwelling would have a greater overall impact and represent an intrusive form of development, which would detract from the character and appearance of the locality, which lies within the Chilterns Area of Outstanding Natural Beauty. It would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G2, G4, C2, C4 and H12 and advice contained within PPS1, PPS3 and PPS7.
Insufficient information on mitigation has been submitted to demonstrate that the proposed development would not result in the loss of a bat habitat. As such, the proposal would be contrary to South Oxfordshire Local Plan 2011 Policies G2, C8, H12 and H13 and advice contained within PPS9.
