Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the existing staff parking area shall be re-surfaced laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interest of highway safety and in accordance with Policies G2, E9, T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, detailed drawings in respect of the following shall be submitted to and approved in writing by the Local Planning Authority - 1. Detailed landscaping and external works proposals to the car park, including proposed re-surfacing, markings of bay, posts and kerbing, 2. Location, size and design of external lighting scheme 3. Location, size and design of external signage scheme. Reason: To protect the character of the area and the setting of the adjoining listed building in accordance with Polices G2, G6, C2, C9, CON5 and E9 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with BS 5837:2005 Trees in Relation to Construction and shall have been submitted to, and approved in writing by, the local planning authority. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies G2, C2, C9, D1 and E9 of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, details of the drainage of the proposed additional parking areas and access drives shall be submitted to and approved in writing by the Local Planning Authority, and shall be implemented in accordance with the approved scheme. Reason: To prevent pollution and flooding in accordance with Policies G2, EP1, EP4, EP6 and E9 of the South Oxfordshire Local Plan 2011.
