Conditions / Refusal Reasons
The proposed residential development would result in the significant expansion and consolidation of built form on a prominent site on the edge of Watlington, to the detriment of the landscape setting of the settlement and the special landscape quality of the adjacent Chilterns Area of Outstanding Natural Beauty. As such, the development would be contrary to South Oxfordshire Local Plan 2011 Policies G2, G4, C1, C2, C4, H4 and advice contained within Section 3 of the South Oxfordshire Design Guide 2008 and PPS1, PPS3 and PPS7.
The proposed residential development would result in the intensification of use of an access point onto Britwell Road, which has substandard visibility splays and would fail to meet standards set out in The Design Manual for Roads and Bridges. The intensified use of the access would also cause conflicts of movement with an existing access serving No's 57 and 59 Britwell Road and farm traffic and potentially with walkers using the adjacent public footpath. As such, the development would result in conditions prejudicial to highway and pedestrian safety and would be contrary to South Oxfordshire Local Plan 2011 Policies G2, H4, R8, T1 and T2 and advice contained within PPG13.
Oxfordshire County Council Developer Funding require a financial contribution via a legal agreement towards a number of measures to mitigate the effects of the proposed development on local infrastructure, services, or amenities. In the absence of such a legal agreement, the proposed residential development would be contrary to South Oxfordshire Local Plan 2011 Policies G2, D11 and H4 and advice contained within PPS3.
