The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy D1 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W1392/DIS, P11/W0850/DIS

The measures set out in Planning Statement, which accompanied the application, in respect of sustainable building, shall be implemented in accordance with the statement prior to the first occupation of any unit, unless as may otherwise be agreed in writing by the Local Planning Authority. Reason: To ensure sustainable development in accordance with Policy D8 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W1392/DIS

Before any of the dwellings hereby permitted are first occupied, the proposed vehicular accesses, turning areas and parking spaces that serve those dwellings shall be constructed, laid out, surfaced and drained in accordance with the details shown on drawing P100919 - 01 - P1 accompanying the application and retained as such. Reason: In the interests of highway safety and to ensure a satisfactory standard of construction and layout for the development in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway and a scheme to prevent this occurrence shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of building operations. Reason: In the interests of highway safety and in accordance with Policies T1 and EP6 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

A full archaeological watching brief shall be carried out during the period of construction works by a professionally competent archaeological organisation in accordance with details which shall have been submitted to and approved in writing by the local planning authority before development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Government advice set out in PPG16 'Archaeology and Planning' and in accordance with Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

That a pedestrian access to a safe haven as shown on drawing no.P100910-01-P1 shall be provided prior to the first occupation of the dwellings and retained as such in perpetuity. Reason: As the access at the road junction is within a flood zone 3 area and is the only access available into the site in accordance with advice contained in PPS25.

That notwithstanding the details on the approved drawings the canopies over the porches shall not be hipped but shall be finished with simple straight ended lean-to roof canopies. Reason: In the interests of design in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the local planning authority. The schedule and plan shall be implemented in accordance with the agreed programme. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the Recommendations contained in Chapter 5 of the Phase 1 Habitat Survey in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist stating that the mitigation has been completed according to the recommendations. Reason: To protect the important species and habitats on the site, in accordance with Policies C6 and C8 of the South Oxfordshire Local Plan 2011.

If, during development, contamination not previously identified is found to be present at the site then no further development (unless otherwise agreed in writing with the Local Planning Authority) shall be carried out until the developer has submitted, and obtained written approval from the Local Planning Authority for, an amendment to the remediation strategy detailing how this unsuspected contamination shall be dealt with. Reason: This site is situated over alluvial deposits (Secondary A aquifer) associated with the Chalgrove Brook. The FRA dated December 2009 stated that the site had been a former builders yard and this is confirmed by OS maps that are marked with the same detail. Any visual or olfactory evidence of oils, solvents or fuels that may be encountered during excavation of footings should be investigated and dealt with in an appropriate manner in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) dated December 2009, carried out by Hydrock Ref R/08406/004 and the Safe Pedestrian Access Route drawing dated January 2010 ref 08406-C005 Rev A and the following mitigation measures detailed within the FRA: Identification and provision of safe route(s) into and out of the site to an appropriate safe haven. Reason: To ensure safe access and egress from and to the site for the lifetime of the development in accordance with the guidance in PPG25: Development and Flood Risk.

That the finished floor levels and ridge heights shall be as specified on the approved drawing no: P100919-01. Reason: To ensure that the dwellings are construction to an appropriate height in the local context in accordance with Policy H4 of the South Oxfordshire Local Plan 2011.
