Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the final finished ridge level shall be no higher than the 5000mm above 46.50 as indicated on drawing 02a/07/09.
Reason: To safeguard the character of the conservation area in accordance with Policy CON7 of the South Oxfordshire Local Plan 2011.
Prior to the commencement of development samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that the details of the development are satisfactory in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.
Details of the bond to be used in the construction of the external walls shall be submitted to and approved in writing by the Local Planning Authority before the commencement of development on the site.
Reason: To safeguard the character of the conservation area in accordance with Policy CON7 of the South Oxfordshire Local Plan 2011.
That the 8 no. rooflights to the roof of the proposed new building shall all be of a flush fitting conservation type.
Reason: To safeguard the character of the conservation area in accordance with Policy CON7 of the South Oxfordshire Local Plan 2011.
That joinery details in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun:
a. All new doors and windows at 1:20
b. The external balustrade for the east elevation at 1:5
c. The extract louvres at 1:5
Reason: To safeguard the character of the conservation area in accordance with Policy CON7 of the South Oxfordshire Local Plan 2011.
That two trees sized 16 - 18 cm stem girth at 1m shall be planted on the Thames Street frontage in the first planting season after the first use of the new gym. The two trees must be planted symmetrically either side of the entrance to the building into site specific tree pits. The tree pits are to be a crated pit design that incorporates technology that will enable trees to successfully grow in hard surface environments. The pits must provide sufficient quantities of growing medium to sustain the trees in a healthy condition and allow for ease of maintenance. Details of the tree species and the tree pits shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development on the site. In the event of any of the trees so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree of a species first approved by the Local Planning Authority, be planted and properly maintained
Reason: To replace important amenity trees that will have to be removed as a result of the new building. Tree pits are required because of the restricted growing area. In accordance with Policy C9 of the South Oxfordshire Local Plan 2011.
No development shall take place prior to the implementation of a staged programme of archaeological work in accordance with a written scheme of investigation which has been submitted to and approved in writing by the local planning authority. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. The work shall be carried out by a professional archaeological organisation.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Government advice set out in PPG16 'Archaeology and Planning' and in accordance with Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
