The new access fails to demonstrate an appropraite level of visibility and therefore would result in detriment to the safety and convenience of the users of the public highway contrary to Policy T1 of the adopted South Oxfordshire Local Plan 2011.

The proposed parking space would involve the removal of a section of traditional wall constructed of hand-made bricks laid in English bond in lime mortar.  The removal of this means of enclosure would be harmful to the character and appearance of this part of the Wallingford Conservation Area, contrary to Policies CON6 and CON7 of the adopted South Oxfordshire Local Plan 2011 and advice contained within Planning Policy Guidance Note 15.
