That, having regard to the siting, size, scale and design of the proposed new dwelling, in relation to the size of the plot and the scale and design of the surrounding buildings, the proposal represents an unacceptable overdevelopment of the site that would detract from the setting of the adjacent listed buildings and rural character of this part of the village. As such, the proposal would have a harmful impact on the setting of the listed buildings and would detract from the character and appearance of the conservation area and the landscape setting of the village, contrary to policies C4, H12, Con 5 and Con 7 of the South Oxfordshire Local Plan 2011and advice in the South Oxfordshire Design Guide.
