Conditions / Refusal Reasons
The proposed development is outside the built up area of Chalgrove village. Development of this site would undesirably extend the built up area of the village and intensify the use and built form on the site. This would be detrimental to the open rural character of the site and surroundings and adversely affect the landscaped setting of the village, contrary to South Oxfordshire Local Plan Policies G2, G4, H6 and C4.

The proposed development would result in the loss of a site suitable for and last used as a community facility. There is evidence to suggest that the facility is still needed and there is no suitable alternative provision identified and secured in the locality. The proposal is therefore contrary to Policy CF1 of the South Oxfordshire Local Plan.

The proposed layout which extends into the rear of the site will be in contrast to the established grain and character of development on the edge of this part of the village. The proposed layout, sub division of the site and the configuration of the residential plots within it, and the height of the dwellings fail to maintain local distinctiveness and will be detrimental to the open landscaped setting of the village fringe contrary to Policies G2, G6, C4 and D1 of the South Oxfordshire Local Plan.

The site lies within an area of archaeological interest on the north west of the village and it is possible that the site contains archaeological evidence. The application does not include an archaeological field evaluation as required by, and is therefore contrary to, PPG16 and Policy CON12 of the South Oxfordshire Local Plan.
