174 Fane Drive is part of a shopping parade where criminal and antisocial activity is concentrated outside opening hours. The proposed residential unit will be exposed to the public realm on three sides with no defensible space and the design details are such that the occupants of the flat would be vulnerable to crime and antisocial behaviour. The use of 174 as an isolated residential unit would not provide a secure living environment for the occupants and there are no ways to design out crime in this particular case. As such the proposal is contrary to policy D6 of the adopted South Oxfordshire Local Plan and the advice contained at section 3.6.2 of the South Oxfordshire Design Guide and "Safer Places" the companion guide to PPS1.
