The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P10/W0295/DIS

Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with BS 5837:2005 Trees in Relation to Construction as detailed in the Arborocultural method statement accompanying the application. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W0295/DIS

No works shall commence on site prior to the implementation of a watching brief which shall be maintained during the course of the works affecting the historic fabric of the building(s) concerned. This must be carried out by a professional archaeological/building recording consultant or organisation in accordance with a written scheme of investigation which shall first have been submitted to an agreed in writing by the Local Planning Authority. Reason: To safeguard the identification and recording of features of historic and/or archaeological interest associated with the fabric of the building in accordance with Policies CON13 and CON14 of the South Oxfordshire Local Plan 2011. No development hereby permitted shall be commenced until such time as a scheme to enhance biodiversity has been submitted to, and approved in writing by, the Local Planning Authority. Reason To provide ecological enhancement in accordance with Policy C6 of the South Oxfordshire Local Plan 2011. Related application(s): P10/W0295/DIS

That full details of materials and finish of the front face of the existing bank that will remain visible above the new walkway shall be submitted to and approved in writing by the Local Planning Authority. Reason: To protect the character of the conservation area in accordance with Policy CON7 of the South Oxfordshire Local Plan 2011.

That the moorings shall be used for the temporary mooring of rivercraft as specified in the application and shall not be used to provide permanent mooring facilities. Reason: Permanent facilities lead to congestion and reduce the visual amenity of the river and would be contrary to Policies G2, CON7 and R9 of the South Oxfordshire Local Plan 2011.

No development hereby permitted shall be commenced until such time as a scheme to provide flood storage compensation on a volume basis within the functional floodplain has been submitted to, and approved in writing by, the Local Planning Authority. The scheme shall be fully implemented and subsequently maintained, in accordance with the timing / phasing arrangements embodied within the scheme or within any other period as may subsequently be agreed, in writing, by the Local Planning Authority. Reason: To reduce the impact of flooding to the surrounding area, as a result of a loss of flood storage in accordance with Policy EP5 of the South Oxfordshire Local Plan 2011.

The development permitted by this planning permission shall be carried out in accordance with the approved Flood Risk Assessment (FRA), reference 6492, Issue C, carried out by Monson¿s dated 30 November 2009 (including drawings 6492/01, revision C, 6492/02, revision C and 6492/03, revision C) and subsequent statement dated 11 December 2009 and the following mitigation measures detailed within the FRA: 1. The new bank line shall be no more than a maximum of 350mm encroachment into the river where there is sufficient bank height for access. 2. No raising of existing ground levels. 3. The new bank line shall be set no higher than detailed within the FRA. 4. No walls or fences to be constructed within 8m of the River Thames and the floodplain. 5. No storage of spoil/materials within the floodplain. Reason 1. To reduce the amount of encroachment into the river where possible to reduce the overall accumulative impact on flood storage. 2. To ensure no loss of flood storage. 3. To ensure no impedance of flood flows and loss of flood storage. Reason: In accordance with Policy EP5 of the South Oxfordshire Local Plan 2011.
