No development hereby permitted shall be commenced until such time as a scheme to provide flood storage compensation on a volume basis within the functional floodplain has been submitted to, and approved in writing by, the Local Planning Authority.
The scheme shall be fully implemented and subsequently maintained, in accordance with the timing / phasing arrangements embodied within the scheme or within any other period as may subsequently be agreed, in writing, by the Local Planning Authority.
Reason: To reduce the impact of flooding to the surrounding area, as a result of a loss of flood storage in accordance with Policy EP5 of the South Oxfordshire Local Plan 2011.
The development permitted by this planning permission shall be carried out in accordance with the approved Flood Risk Assessment (FRA), reference 6492, Issue C, carried out by Monson¿s dated 30 November 2009 (including drawings 6492/01, revision C, 6492/02, revision C and 6492/03, revision C) and subsequent statement dated 11 December 2009 and the following mitigation measures detailed within the FRA:
1. The new bank line shall be no more than a maximum of 350mm encroachment into the river where there is sufficient bank height for access.
2. No raising of existing ground levels.
3. The new bank line shall be set no higher than detailed within the FRA.
4. No walls or fences to be constructed within 8m of the River Thames and the floodplain.
5. No storage of spoil/materials within the floodplain.

1. To reduce the amount of encroachment into the river where possible to reduce the overall accumulative impact on flood storage.
2. To ensure no loss of flood storage.
3. To ensure no impedance of flood flows and loss of flood storage.
