The site lies within the Oxford Green Belt wherein there is a general presumption against new development apart from that which is essential for the needs of agriculture, forestry and recreation or some other purpose appropriate in the Green Belt. The proposal to construct a petrol filling station would detract from the rural character and openness of the Green Belt and is inappropriate by definition and no very special circumstances have been provided to outweigh the presumption against development. As such the proposal is contrary to policies G2 and GB2 of the South Oxfordshire Local Plan and Government advice set out in PPG2 Green Belts.

That, given the site's location outside the built up area of any settlement and within the Oxford green belt, the proposal for a new commercial use is contrary to policy E3 of the South Oxfordshire Local Plan.

That insufficient information has been submitted by the applicant regarding the potential noise which could emanate from the proposed development and the impact this could have on the occupiers of nearby residential properties. As such the proposal would be contrary to policy EP1 of the South Oxfordshire Local Plan.

That insufficient information has been submitted regarding the proposed alterations to the existing access, the visibility that would be available and the more general transportation impacts of the proposal to fully assess the impact of the development on highway safety and the highway network contrary to policies T1 and T2 of the South Oxfordshire Local Plan.
