Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in Application No. R3.0176/09 as shown on plan numbers MCA - MUK 157 - 04 C, MCA - MUK 157 - 04 C1, MCA - MUK 157 - 06 C, MCA - MUK 157 - 02, MCA - MUK 157 - 07, MCA - MUK 157 08, 100482-01 B accompanying the application, as amended by email dated 18/05/2010 and drawing number MCA - MUK 157 - 05 & MCA - MUK 157 - 09 except as modified by conditions of this permission unless otherwise agreed by the Interim Head of Sustainable Development.
Reason: To ensure the details of the development are carried out in accordance with the amended application as approved.
That development must be begun not later than the expiration of three years beginning with the date hereof.
Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act, 1990.
That no development shall take place until the trees on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees in accordance with B.S. 5837: 2005, and with the written requirements (copy attached) of the Head of Sustainable Development relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carried out within the fenced area.
Reason: To ensure the protection of trees on the land and to preserve the amenities of the locality. (C9:SODCLP2011).
Prior to the commencement of the development a Construction Travel and Management Plan shall be submitted to and approved in writing by the Head of Sustainable Development in consultation with the Local Highway Authority. This Plan shall include details of the routes used by Heavy Goods Vehicles and all other construction vehicles accessing the site, delivery times, details of visibility splays to be provided for the temporary vehicular access, the location of the site compound and temporary haul road and details of how these works will be reinstated to their original condition. The development shall be undertaken strictly in accordance with the Construction Travel and Management Plan as approved at all times.
Reason: In the interests of highway safety and of the safety of school users (T1, T2, T3: SODCLP2011).
Prior to the commencement of the development written consent must be obtained from the relevant Highways Area Office for works to the temporary vehicular access.

On completion of the development the temporary vehicular access shall be reinstated to the satisfaction of the Local Highway Authority.

Within six months of the first use of the all-weather pitch the school shall review and update the actions within their School Travel Plan using their online Travel Plan Progress Monitor.
Reason: In the interests of highway safety and to encourage more sustainable means of transport (T1, T2, T3: SODCLP2011).
On the completion of the development the temporary contractor's access road and ancillary construction works shall be removed and the playing field land shall be reinstated to a playing field to a quality at least equivalent (or better) than the current quality.
Reason: To ensure proper reinstatement of the site and playing fields (G5:SODCLP2011).
On the completion of the development details of the layout of all winter and summer sports pitches to be laid out on the schools playing fields shall be submitted to and approved in writing by the Head of Sustainable Development.
Reason: To ensure proper reinstatement of the site and playing fields (G5:SODCLP2011).
The construction of the all-weather pitch should only take place between September and February.
Reason: To ensure the protection of protected species and local wildlife (C8:SODCLP2011).
Prior to the commencement of the development the final location, size and colour of the temporary storage container shall be submitted to and approved in writing by the Head of Sustainable Development.
Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development (G2, G6, C9: SODCLP2011).
The development permitted shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) ref: X102014 produced by AKS Ward Construction Consultants, dated April 2010 and the mitigation measures detailed within the FRA.
Reason: To prevent flooding by ensuring the satisfactory storage of/disposal of surface water from the site (EP6, EP7: SODCLP2011).
The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Head of Sustainable Development in consultation with the County Archaeologist.
Reason: To safeguard the recording and inspection of matters of archaeological importance on the site (CON11 CON12, CON13: SODCLP2011).
Following the approval of the Written Scheme of Investigation referred to in condition 13, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Head of Sustainable Development in consultation with the County Archaeologist, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication.
Reason: To safeguard the recording and inspection of matters of archaeological importance on the site (CON11 CON12, CON13: SODCLP2011).
Prior to the first use of the floodlights a lighting assessment shall be submitted to and approved in writing by the Head of Sustainable Development which demonstrates that lighting sources (i.e. bulbs and reflectors) shall not be visible from beyond the boundary of any adjacent residential properties and light trespass into the windows of any light sensitive premises (e.g. residential premises) shall not have vertical illuminance greater than 5 lux.
Reason: In the interests of the amenities of the neighbouring residents (G6, CF2, EP3:SODCLP2011).
Prior to the first use of the floodlights details of automatic timing equipment shall be submitted to and approved in writing by the Head of Sustainable Development. The timing equipment shall ensure that the floodlights are automatically switched off no later than 9pm.
Reason: In the interests of the amenities of the neighbouring residents (G6, CF2, EP3:SODCLP2011).
The height of the floodlights shall not exceed 13 metres.
Reason: In the interests of the visual amenities of the area (G2, G6, C9: SODCLP2011).
The hours of use of the all-weather pitch for school purposes shall be between 8.30am and 6.00pm Monday to Friday (including school holidays).
Reason: In the interests of the amenities of the neighbouring residents (CF2, E5:SODCLP2011).
The hours of use of the all-weather pitch for community purposes shall be between 6.00pm and 9.00pm Monday to Friday and between 9.00am and 5.00pm Saturdays (including school holidays). No use during Sundays.
Reason: In the interests of the amenities of the neighbouring residents (CF2, E5:SODCLP2011).
Prior to the first use of the all-weather pitch a Community Use Management Agreement Plan shall be submitted to and approved in writing by the Head of Sustainable Development. The Plan shall include, amongst other things, a usage agreement between Wallingford School and the Hithercroft Sports Centre. The all-weather pitch shall be used strictly in accordance with the Community Use Management Agreement Plan as approved at all times.
Reason: In the interests of the amenities of the neighbouring residents, the surrounding area and local community facilities (CF1, CF2, E5:SODCLP2011).
Prior to the commencement of the development details of an acoustic fence to be erected in the area between the all-weather pitch and the school's southern boundary shall be submitted to and approved in writing by the Head of Sustainable Development. All agreed fencing shall be erected prior to the first use of the all-weather pitch.
Reason: In the interests of the amenities of the neighbouring residents (CF2, E5:SODCLP2011).
