The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Prior to the implementation of the change of use hereby permitted, the ground floor party wall with number 30 HIgh Street shall be designed and constructed to resist the transmission of airborne sound such that the sound insulation (DnT,W+CTR) shall be at least 43db. A report shall be submitted to and approved in writing demonstrating that appropriate measures have been designed and put in place to ensure the above standard is achieved. A suitably competent person with a detailed knowledge of acoustics should design the sound insulation measures and produce the acoustic report. It is recommended that an Acoustic Engineer qualified to be an associate member of the Institute of Acoustics carry out this survey.
