The application site comprises a sloping site fronting onto the River Thames in a prominent position in local views. The erection of two detached houses and associated earthworks would result in an intensive form of development out of character with the spacious quality of development on this riverside frontage, the special landscape character of the River Thames valley and the character of the AONB. As such the proposal would be contrary to Policies G2, G6, C2, C3, D1 and H4 of the adopted South Oxfordshire Local Plan 2011.

The site lies within the Goring Conservation Area which is characterised by substantial properties in large plots on this riverside frontage. The erection of two detached houses and associated earthworks would extend built form across the site reducing the openness along this river frontage which is an important part of the character of the Goring Conservation Area. As such this development would detract from the character and appearance of the Conservation Area contrary to Policy CON7 of the adopted South Oxfordshire Local Plan 2011.
