The use of the land for storage and hard surfacing, including siting of storage containers involves storage in the open on an area of previously undeveloped land. The storage use is intrusive and harmful to the open nature of the Green Belt and detracts from the character and visual amenity of the Green Belt, contrary to policy GB4 of the South Oxfordshire Local Plan 2011 and to advice contained in PPG2.
The use of the site harms the character of the area, which is located outside the main built-up area of Wheatley, and is contrary to policy G4 of the South Oxfordshire Local Plan 2011.
The development is inappropriate to the site, and is visually intrusive and has a harmful impact on the amenity of neighbouring residents and the immediate surroundings, which are not justified by economic considerations or other special circumstances. The development is contrary to policies E3, E5 and E8 of the South Oxfordshire Local Plan 2011.
It has not been demonstrated that the hard-surfacing of the site has not contributed to flooding to the residential properties to the north of the site and surface water drainage issues have not been addressed satisfactorily as part of this retrospective proposal. The development is contrary to policy EP6 of the South Oxfordshire Local Plan 2011.
