That the development be carried out strictly in accordance with the particulars of the development contained in Application No. R3.0122/09 as shown on plan numbers 783221, /10.00, /10.01, / 10.02, /11.00, /11.01, /12.00, /12.01, /12.02 / 12.03, SK01, SK02 & SK03 accompanying the application, as amended by drawing nos. 10.00 B & 10.01 B except as modified by conditions of this permission unless otherwise agreed by the Head of Sustainable Development. Reason: To ensure the details of the development are carried out in accordance with the amended application as approved.

The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That samples of the external materials proposed to be used shall be submitted to and approved in writing by the Head of Sustainable Development prior to the commencement of development. Reason: To ensure the materials are campatible with the surrounding development. Policies: CC6 (RSS2026); D1 (SODCLP2011).

That no development shall take place until the trees on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees in accordance with B.S. 5837: 2005, and with the written requirements (copy attached) of the Head of Sustainable Development relating to the protection of trees. Furthermore, no works or storing of plant materials shall be carried out within the fenced area. Reason: To ensure the protection of trees on the land and to preserve the amenities of the locality. Policies C4 (RSS2026); C1 (SODCLP2011).

That all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting season folllowing the occupation of the buildings or the completion of the development, which ever is the sooner, and any trees or plants which within a period of five years die, are removed or become seriously damaged sgall be replaced in the next planting season with others of similar size and species, unless the Head of Sustainable Development gives written consent to any variations. In the interest of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. That final details of the location and design of the new proposed cycle/scooter parking shall be submitted to and agreed in writing by the Head of Sustainable Development prior to the development commencing. Reason: In the interests of the amenities of the area and in the interests of highway safety. Policies CC6 (RSS2026); D1 T2 (SODCLP2011).

That the children's centre shall prepare a travel plan to take account of the development hereby approved and shall be submitted to and approved in writing by the Head of Sustainable Development following consultation with the Travel Plans Team. Reason: In the interests of highway safety and to encourage a more sustainable means of transport. Policies T5 (RSS2026); T3 (SODCLP2011).

Notwithstanding the details shown on the submitted drawings, final details of the contractor's access shall be submitted to and agreed in writing by the Head of Sustainable Development prior to the development commencing. Reason: In the interest of highway safety (Policies T1 (RSS2026); T1 (SODCLP2011).
