Conditions / Refusal Reasons
That, having regard to the height, bulk, position and proximity of the building to the rear of properties in St. Ruald's Close the development would result in an overbearing and oppressive impact to these properties significantly harming their residential amenities contrary to Policy H4 of the South Oxfordshire Local Plan 2011.
That, having regard to the height, position and prominence of the building and its details of design the building significantly harms the character of Mill Lane and the character and appearance of the Wallingford Conservation Area contrary to Policy CON7 of the South Oxfordshire Local Plan and Sections 5.1.1 and 5.4.1 of the South Oxfordshire Design Guide.
That, having regard to the size of the area for the parking and turning of vehicles as a result the constraints of the site boundaries and position of the new building there is insufficient room to allow for a car to exit the site in forward gear. Given the narrow nature of the site entrance and narrowness of Mill Lane the proposed development would have a significantly harmful impact to the safety of the users of the public highway contrary to Policies H4 and T1 of the South Oxfordshire Local Plan 2011.
