Conditions / Refusal Reasons
The proposed development is outside the built up area of Chalgrove village. Development of this site would undesirably extend the built up area of the village and intensify the use of the land. The proposal by virtue of the layout, height and design of the dwellings would be detrimental to the rural character of the site and surroundings and adversely affect the landscape setting of the village contrary to South Oxfordshire Local Plan Policies G2, G4, H6 and C4.
The proposed development would result in the loss of a site suitable for and last used as a community facility. This is prejudicial to the community of the village and contrary to South Oxfordshire Local Plan Policy CF2.
The cul de sac layout with its intensive frontage, hard surfaces, boundary treatments and backland development would be incongruous and contrast with the grain and character of existing development on the edge of the village. The layout compromises the position of fenestration resulting in limited surveillance of car parking. The detailed design, appearance and uncharacteristic use of materials of the dwellings fails to maintain local distinctiveness or contribute to the rural character of the area and detracts from the landscape setting of the village, contrary to South Oxfordshire Local Plan Policies G2, G6, C4, D1 and D6 and the South Oxfordshire Design Guide.
The proposed development would result in the loss and threaten the long term survival of protected trees on the site. The development would result in the loss of landscape features which are important to the landscape, biodiversity and amenity of the area, contrary to South Oxfordshire Local Plan Policies C1, C6 and C9.
The application does not provide an ecological survey and assessment. The site is likely to provide a suitable habitat for protected species and the proposed development could adversely impact upon the habitat and protected species. The application is therefore contrary to Policy C8 of South Oxfordshire Local Plan and PPS 9.
