The proposal is contrary to Policy H2 of the South East Plan, to Policies G1,G2, G4, G6, C2, C4, CON5, D1 and H6 of the adopted South Oxfordshire Local Plan 2011, to guidance set out in the South Oxfordshire Design Guide, the Chilterns Building Guide and to Government guidance set out in PPS 1, PPS3 and PPS7. The site lies within Bix, a small village/hamlet without a range of services and facilities and within the Chilterns Area of Outstanding Natural Beauty. The proposal to erect a new dwelling represents the undesirable consolidation of existing development in an unsustainable location that would neither preserve nor enhance the natural beauty or special landscape quality of the area, and would detract from the setting of the adjacent Grade 11 Listed building, St. James Church. The demolition of the agricultural buildings and the demolition of extensions to Manor Farm House do not justify a departure from the Council's adopted planning policies.
