The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P10/E0275/DIS

That a scheme for the landscaping of the site, to include the planting of trees in sustainable structured tree planting pits, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The trees shall be planted within 12 months of the commencement of the approved development in accordance with the approved details. In the event of any of the trees so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree, or equivalent number of trees, as the case may be, of a species first approved in writing by the Local Planning Authority, shall be planted and properly maintained in the approved tree planting pits. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the adopted South Oxfordshire Local Plan 2011. Related application(s): P10/E0275/DIS

Concurrent with the submission of comprehensive details of the proposed landscape works, a maintenance schedule and a long term management plan for the soft landscaping works shall be submitted to and approved in writing by the Local Planning Authority. The schedule and plan shall be implemented in accordance with the agreed programme. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the adopted South Oxfordshire Local Plan 2011. Related application(s): P10/E0275/DIS

That the lighting scheme hereby approved shall be implemented fully in accordance with the specifications detailed in the Holophane report dated 1 October 2009 (Reference P158-582-F) to acheive the following requirements i) The lighting shall be so installed so the main beam angle is not directed towards any potential observers ii) The lighting sources (bulbs and reflectors) shall not be visible from any adjacent properties iii) The front glazing of the luminaires shall not exceed 20 degrees from the horizontal iv) Any light trespass into the windows of any neighbouring property shall not have a vertical illuminance greater than 5 Lux Reason: To protect the appearance of the area, the environment, wildlife and local residents from light pollution in accordance with Policy EP3 of the adopted South Oxfordshire Local Plan 2011.

The lighting scheme shall not be operated after 22:00 hours and before 07:00 hours. Reason: To protect the appearance of the area, the environment, wildlife and local residents from light pollution in accordance with Policy EP3 of the adopted South Oxfordshire Local Plan 2011.

That, prior to the commencement of the relevant part of the development, details of the design, materials and final height of the cycle parking rack shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure the details of the development are satisfactory and in accordance with Policies G2, G6, CON7, CON10 and D1 of the adopted South Oxfordshire Local Plan 2011.

The trolley bays and lighting poles hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the appearance of the development and in accordance with Policies G2, G6, CON7, CON10 and D1 of the adopted South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plan CHQ.09.8802-013 and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. In addition, the manoeuvring area depicted on the approved plan CHQ.09.8802-013 shall be retained for delivery purposes and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the adopted South Oxfordshire Local Plan 2011.
