The application site lies in the countryside where there is a general presumption against new housing development with regard to Policy H6 of the South Oxfordshire Local Plan 2011. Insufficient justification has been put forward in relation to the requirement for additional staff accommodation at the site with regard to guidance contained at Annex A of PPS7. Therefore, the principle of the development is not acceptable with regard to Policies G1, G3, G4 and H6 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS1, PPS3 and PPS7.
In relation to Criterion (vii) of Policy E8 of the South Oxfordshire Local Plan 2011 (SOLP) the applicant has not demonstrated that other non-residential uses of the building have been explored and found to be unacceptable in planning terms prior to the consideration of a residential use of the building. Furthermore, in relation to Criteria (i) and (iii) of Policy E8, the proposal would require major alteration and reconstruction and would fail to preserve the essential character of the building through the addition of inappropriate domestic features such as dormer windows. As such the proposal is contrary to Policies G6, D1 and E8 of the SOLP and guidance contained within the South Oxfordshire Design Guide 2008 and PPS1 and PPS7.
