Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

All new works and works of making good to the retained internal and external fabric of the external and internal works shall be finished to match the adjacent work with regard to the methods used and to material, colour, texture and profile. Reason: To safeguard the special architectural and historic interest of the listed building and in accordance with Policies G2, G6, CON2, CON3, D1 and H5 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, details of the windows and doors at a scale of 1:5 shall be submitted to, and approved in writing by the Local Planning Authority and shall be thereafter implemented and retained as such unless otherwise agreed in writing by the Local Planning Authority. Reason: To safeguard the special architectural and historic interest of the listed building in accordance with Policies G2, G6, CON2, CON3, D1 and H5 of the South Oxfordshire Local Plan 2011.

The west-facing windows shall remain boarded with fixed shutters for the duration of the residential use. Reason: In the interests of the living conditions of the adjoining residential occupiers and in accordance with Policies G2, D4 and H5 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be designed and constructed with the sustainable measures as set out in the application and these measures shall be in place prior to the first occupation of the development and thereafter retained as such. Reason: To ensure sustainable development in accordance with Policies G2, D8 and H5 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, a scheme of waste storage and collection facilities shall be submitted to and approved in writing by the Local Planning Authority and shall be thereafter implemented and retained as such unless otherwise agreed. Reason: To ensure adequate provision for the management of waste in accordance with Policies G2, D10 and H5 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order), no new openings shall be installed in the west-facing elevation without the prior written permission of the Local Planning Authority. Reason: The specific circumstances of this site warrant the Local Planning Authority having control over any further development as specified in the condition in the interests of the living conditions of the adjoining residential occupiers and in accordance with Policies G2, G6, D1, D4 and H5 of the South Oxfordshire Local Plan 2011.

The south-facing window serving bedroom 2 shall be obscure glazed and non-opening below 1.7 metres prior to the first occupation of the development and shall be thereafter retained as such. Reason: To ensure that the development is not unneighbourly in accordance with Policies G2, D4 and H5 of the South Oxfordshire Local Plan 2011.
