That, having regard to the design, size and bulk of the dormer window, the proposal represents an incongruous addition to the garage that is inappropriate to its site and surroundings and does not reinforce the distinctiveness of the area, which falls within the Chilterns Area of Outstanding Natural Beauty, contrary to the requirements of Policies G2, G6, C2, D1 and H13 of the South Oxfordshire Local Plan 2011 and advice contained in the South Oxfordshire Design Guide.
