The development is contrary to Polices G2, G3 and H6 of the adopted South Oxfordshire Local Plan 2011 and to advice contained in PPS1, PPS3 and PPS7. Crowell is a small settlement with an inadequate range of services and facilities where further development would be difficult and expensive to service and would encourage additional traffic movements. Accordingly, the principle of further residential development is unacceptable.
The development is contrary to Policies G2, G4, G6, C1 and H6 of the adopted South Oxfordshire Local Plan 2011 and to advice set out in the South Oxfordshire Design Guide. The site lies in a prominent position at the entrance to Crowell. Having regard to the limited size of the site, and to the size, bulk and massing of the new dwellings, the proposals would result in a cramped form of development that would be out of keeping with the surrounding development and detract from the more spacious rural character and landscape setting of the edge of the settlement.
