The proposed development would fail to provide sufficient reasoned justification outlining why the proposals would be desirable or necessary, based on a clear understanding of the significance of the Grade II listed building and its¿ features. The extensive alteration and demolition of features and fabric of historic and architectural interest would result in significant harm to the listed building and its setting. The development would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G2, G6, CON3, CON4, CON5, CON14, D1 and H4 and advice contained in Section 7 of the South Oxfordshire Design Guide 2008 and Government Guidance in PPS1, PPS3 and PPG15.
The proposed development would incorporate a proliferation of rooflights onto the west-facing roof slopes, which would be detrimental to the visual appearance of this elevation of the building and would fail to preserve or enhance the character and appearance of the Henley ¿ Main Conservation Area. The development would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G2, G6, CON7, D1 and H4 and advice contained in Section 7 of the South Oxfordshire Design Guide 2008 and Government Guidance in PPS1, PPS3 and PPG15.
