Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the new door and window on the rear elevation shall match the existing door and windows on the rear elevation in terms of design, materials and colour. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, CON3, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.

That habitable rooms with windows fronting onto Duke Street at first floor level shall be provided with mechanical ventilation extracting air from the rear of the property. The mechanical ventilation shall be provided in accordance with a scheme which shall haven been submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Such mechanical ventilation shall therafter be retained as approved. Reason: To ensure satisfactory standards of air quality for the residents of the development in accordance with Policies G2 and EP1 South Oxfordshire Local Plan 2011.

No development shall take place until a detailed scheme for the protection of dwellings in the area from noise from the mechanical ventilation plant has been submitted to and approved, in writing, by the Local Planning Authority. The details should demonstrate that an assessment has been carried out in accordance with BS4142:1997 "Method for rating industrial noise affecting mixed residential and industrial areas" and that at 1m from the facade of the nearest potentially affected premises the rating level will be no greater than the L90 background level. Thereafter, the development shall not be carried out other than in accordance with such approved scheme which shall be completed before any part of the accommodation hereby approved is occupied, unless the Local Planning Authority otherwise agrees in writing. Reason: To protect the occupiers of the development from noise disturbance and ensure a satisfactory living environment in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan.

That no vents, pipes or flues shall at any time be placed on the front elevation of the building. Reason: In the interests of the visual appearance of the listed building in accordance with Policies G2, G6, CON3, CON7, D1 and H4 of the South Oxfordshire Local Plan 2011.
