The separate residential use of this ancillary domestic outbuilding would amount to an inappropriate and unacceptable form of development that would result in an additional dwelling in an isolated countryside location, which is served by limited services and facilities. The independent use of the building for residential purposes would also have an urbanising impact on the rural character and appearance of the surrounding Area of Outstanding Natural Beauty. The proposal is therefore contrary to the provisions of the South Oxfordshire Local Plan 2011, particularly Policies G1, G2, G3, G4, G6, C2, D1, E8, H13 and H6, the advice in the South Oxfordshire Design Guide 2008 and Government guidance provided in PPS1, PPS3 and PPS7.
