Conditions / Refusal Reasons
In the opinion of the Local Planning Authority the proposal, due to the extent of the development would be tantamount to the erection of a new dwelling in the countryside. The resultant dwelling would be materially greater in volume than the existing dwelling and in this respect the proposal would be contrary to Policy H12 of the South Oxfordshire Local Plan 2011. If it were to be demonstrated conclusively that the proposal would retain the majority of the existing dwelling and involve alterations and extensions, the scale and design of the development would not be in keeping with the character of the existing dwelling. In this respect the development would be contrary to Policy H13 of the South Oxfordshire Local Plan 2011. In addition, having regard to the increased height and massing of the proposed development it would result in a more intrusive form of development than the existing single storey building and would be detrimental to the character and visual amenity of the Chilterns Area of Outstanding Natural Beauty, contrary to policies G2, G6, C2, D1, H12 and H13 of the South Oxfordshire Local Plan 2011, and guidance contained within the South Oxfordshire Design Guide 2008 and PPS1 and PPS7.
The proposed two storey side extension, due to the its siting, design, height, size, bulk and massing, would have an overbearing effect on the neighbouring property to the north west, Gables, and due to the position of proposed first floor windows it would also result in harmful levels of overlooking to both Gables and the property to the south, Cherry Trees. Therefore, the proposal would be detrimental to the amenities of the occupiers of adjoining residential properties and would be contrary to Policies D4 and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2008.
