Conditions / Refusal Reasons
The site is located amongst a small and isolated group of dwellings in the open countryside. The occupiers of the proposed dwelling would be heavily reliant on private vehicles in order to access services and facilities. The removal of an established residential caravan and the cessation of a lawful use involving storage of building materials from the adjacent land would not provide sufficient justification for allowing a large permanent dwelling in such a location. The development would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G1, G2, G3 and H6 and advice contained in Government Guidance in PPS1, PPS3, PPS7 and PPG13.
The proposed dwelling would result in the consolidation of a small and isolated group of dwellings in the open countryside. The scale and massing of the dwelling and its associated garage/workshop together with the formation of a new access would consolidate the built-up appearance and detract from the natural beauty and special landscape quality of this part of the Chilterns AONB. Furthermore, the package of measures, involving the removal of lawful structures and cessation of lawful uses from the adjoining land and the implementation of a landscape restoration scheme, would not provide sufficient justification to outweigh the identified harm. The development would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G1, G2, G3, G4, G6, C1, C2 and H6 and Government Guidance in PPS1, PPS3 and PPS7.
