Conditions / Refusal Reasons
The proposed development, by reason of its size, position, and details of design, would introduce a substantial two storey building in an undeveloped site in a backland location. Combined with the removal of several significant trees and shrubs, it would result in an unduly prominent development, which would fail to preserve or enhance the character of the Whitchurch Conservation Area. The proposal would therefore be contrary to Oxfordshire Structure Plan 2016 Policies G2, EN4 and H3 and adopted South Oxfordshire Local Plan 2011 Policies G2, G6, CON7, D1, H4 and H5 and advice contained in Section 5 of the South Oxfordshire Design Guide 2008 and in Government Guidance in PPS1, PPS3 and PPG15.
The application fails to demonstrate that the proposed development would not intensify the use of a substandard access. As such, the proposed development would result in conditions prejudicial to highway and pedestrian safety and would be contrary to Oxfordshire Structure Plan Policy T8 and South Oxfordshire Local Plan 2011 Policies G2 and T2 and advice contained in Government Guidance in PPS1, PPS3 and PPG13.
The application fails to demonstrate that the design of the proposed development would be led by sustainable measures. As such, the proposal would be contrary to adopted South Oxfordshire Local Plan 2011 Policies G2 and D8 and advice contained in Government Guidance in PPS1 and PPS3.
