That before works start on the construction of any building a scheme for foul drainage to serve such building shall have been submitted to and approved in writing by the Local Planning Authority. 1. Limiting the surface water run-off generated from the site to the existing run-off rate so that it will not exceed the run-off from the undeveloped site and not increase the risk of flooding off-site. This will discharge into Quarry 2A which will then infiltrate through the natural strata.
2. Providing additional surface water storage through both source control measures (permeable paving and ponds) and regional control measures (swale and bio-retention area).
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
That the new roundabout and the access up to the existing access, shall be constructed and made available for use, prior to the commencement of any other works to which this permission relates.
Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
That the existing access shall be closed within one week of the new roundabout and access being available for use, in accordance with a detailed scheme which shall first have been submitted to and approved in writing by the Local Planning Authority prior to the commencement of any works.
Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.
Before any of the dwellings hereby permitted are first occupied, the whole of the estate roads and footpaths, driveways and turning areas (except for the final surfacing thereof) to serve such dwelling shall be laid out, constructed, lit and drained and if required temporary or permanent traffic calming shall be put in place in accordance with Oxfordshire County Council's Specifications.

That a construction travel plan, designed to encourage travel to work by cycle, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development.
Reason: To encourage sustainable methods of travel to work in accordance with Policy D8 of the South Oxfordshire Local Plan 2011.
That no dwelling hereby permitted shall be occupied until a scheme for improving the footpath in Station Road and Hill Road has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include the timescale for implementation of the approved scheme which shall then be adhered to.

Prior to first occupation of the development hereby permitted a Green Travel Plan shall be drawn up for the occupiers of the dwellings and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site.
Reason: To promote the use of non car modes of transport in accordance with national guidance in PPG13: Transport and Policy T3 of the South Oxfordshire Local Plan 2011.
No development shall commence until a phased contaminated land risk assessment including formulation of any necessary remediation proposals has been completed. No dwelling shall be occupied until all approved remediation works are completed in relation to that dwelling. All phases need to be undertaken by a person competent in contaminated land, in accordance with Defra and the Environment Agency's 'Model Procedures for the Management of Contaminated Land, CLR11' and be approved in writing by the Local Planning Authority (LPA). Consulting the LPA with proposals for each phase is recommended.
Phase 1 shall incorporate a desk study and site walk over to identify all potential contaminative uses on site and to inform the preliminary conceptual site model. If potential contamination is identified then Phase 2 shall be undertaken.
Phase 2 shall include a comprehensive intrusive investigation in order to characterise the type, nature and extent of contamination present, the risks to receptors and, where necessary, to inform the remediation strategy proposals. If significant contamination is found then Phase 3 shall be undertaken.
Phase 3 requires production of a remediation and validation scheme to ensure the site is rendered suitable for its proposed use. The remediation shall be carried out in accordance with a scheme and timetable first agreed in writing by the LPA.
Phase 4 requires a full validation report detailing the measures carried out to ensure compliance with any approved remediation scheme in Phase 3 to be submitted to and approved in writing by the LPA.
All implemented works shall be maintained in place thereafter.
Reason: To ensure that any ground, water and gas contamination is identified and adequately addressed to ensure the safety of the development, the environment and to ensure that the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
If contamination is found to be present on the site then no further development shall be carried out until the following measures have been undertaken and approved in writing by the Local Planning Authority. An investigation into the nature and extent of the contamination in line with BS 10175: 2001 (Investigation of potentially contaminated sites - code of practice). This report should detail the works undertaken to investigate the nature and extent of the contamination and the measures proposed to remediate the site and validate the works. Following written approval by the Local Planning Authority of the remediation and validation proposals they shall be completed in full and a validation report submitted to and approved in writing by the Local Planning Authority before the development is occupied.
Reason: To ensure that any ground and water contamination is identified and adequately addressed to ensure the safety of the development, the environment and the public and ensure that the site is suitable for the proposed use in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.
No construction work shall take place at the premises except between the hours of 8am and 6pm on Mondays to Fridays and 8am to 1pm on Saturdays. No work shall be undertaken on Sundays and Public Holidays.
Reason: To safeguard the amenity of neighbouring residents in accordance with Policies EP2 and E8 of the South Oxfordshire Local Plan 2011.
That the works identified in the 'Flow and Pressure Investigation' which accompanied the agent's letter dated 1 June 2009 shall be undertaken prior to the occupation of any unit.
Reason: To ensure adequate supply of water in accordance with Policy D11 of the South Oxfordshire Local Plan 2011.
That fire hydrants shall be provided on the site in accordance with details which shall first have been submitted to and approved in writing by the Local Planning Authority. The approved hydrants shall be provided and connected to water mains prior to the first occupation of the units which they serve.
Reason: To ensure the safety of occupants of the new dwellings in accordance with Policy D11 of the South Oxfordshire Local Plan 2011.
That notwithstanding any indication given on the plans, no permission is given for the construction of a vehicular access to the 'car parking for the sports pitch' shown on drawing 69/1639/200Rev K.
Reason: That the access would be to serve a development which itself requires planning permission which has not yet been granted.
That a scheme for noise attenuation within the units adjoining the railway (Plots 1 - 6, 8 - 13 and 36 - 50) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the construction of those units. Development shall not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the local planning authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed.
The scheme shall also include:
- Detailed surface water calculations for all rainfall events up to and including the 1 in 100 year plus climate change.
- Sustainable drainage through the use of ponds, water use measures and green roofs.
- Proposed layout showing the location of the proposed SUDs measures.
- A narrative of how the detailed drainage for the site ties in with the overall drainage strategy.
- No infiltration into the Chalk Strata is permitted other than with the written consent of the Local Planning Authority.
Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
