The proposed illuminated panel sign with rotating advertising material would be a distraction to drivers using the adjacent highway to the detriment of highway safety contrary to Policy AD1 of the adopted South Oxfordshire Local Plan.
The proposed panel sign by reason of its illumination, rotating material, size and design would be an inappropriate feature in the street scene detracting from the character and appearance of the Wallingford Conservation Area and the area in general. The proposal is contrary to Policies AD1 and CON8 of the adopted South Oxfordshire Local Plan and advice in the Traditional Shopfront Design Guide.
