Conditions / Refusal Reasons
That the site lies within an area liable to flood and the application contains inadequate information (in the form of a Flood Risk Assessment) to demonstrate that any potential impact of the development on the flood zone would be mitigated by specific measures contrary to Policy EP5 of the adopted South Oxfordshire Local Plan.
That the development does not demonstrate and incorporate a high standard of sustainable design, either through its landscaping, use of materials or implementation of renewable energy sources, or adequate management of waste contrary to Policies G2, D8 and D10 of the adopted South Oxfordshire Local Plan.
That the proposal lacks adequate sight lines at its junction with Brook Street and the development which would result in an increase in traffic movements from the proposed flats would be detrimental to highway safety contrary to Policy T8 of the Oxford Structure Plan and to Policy T1 of the adopted South Oxfordshire Local Plan.
That having regard to the simple, cellular form of the listed building, the proposal to subdivide the building in to 4 flats and the introduction of rooflights to the thatch and workshop roofs, would be detrimental to the special architectural qualities and character and historic fabric of the grade II listed building, and to the character and appearance of the Benson Conservation Area contrary to Policies CON2, CON3, CON4 and CON7 of the adopted South Oxfordshire Local Plan.
