The development is located in an unsustainable location on the edge of a small village and is tantamount to the creation of a separate dwelling and therefore the proposal is contrary to policies G1, G2, G3, H6 and H13 of the South Oxfordshire Local Plan 2011.

The retrospective proposal constitutes backland development and has adverse visual and amenity impacts on the adjoining properties contrary to policies H6 and H13 of the South Oxfordshire Local Plan 2011.

The development adversely affects the landscape setting of the area and the natural beauty and distinctiveness of the area which is within the North Wessex Downs Area of Outstanding Natural Beauty, contrary to policies C2 and C4 of the South Oxfordshire Local Plan 2011.

The retrospective proposal, due to its scale and form, is out-of-keeping with the main dwelling and detracts from the character of the main dwelling and of the local area, which is on the edge of the settlement of North Moreton, contrary to policies G2, G6 and D1 of the South Oxfordshire Local Plan 2011.
