That, having regard to the location of the proposed conservatory in relation to the high level windows of 25 Lycroft Close that exist on the shared boundary, the proposal would result in an oppressive form of development that would block light to the internal room and prevent the windows opening to the detriment of the residential amenity currently enjoyed by the occupants of 25 Lycroft Close. As such the proposal would be contrary to Policy H13 of the adopted South Oxfordshire Local Plan and the advice contained in section 4.6 of the South Oxfordshire Design Guide.
