That having regard to the size and scale of the proposed extension in relation to the original building, the addition of a first floor over the existing single storey extension would overwhelm and thereby compromise the small scale character of the original building. The proposal would detract from the character and appearance of Thatch Cottage, the Goring Conservation Area and the Chilterns Area of Outstanding Natural Beauty and from the setting of the listed building opposite "Flint Cottage" contrary to Policies G2, C2 CON5, CON7 and H13 of the adopted South Oxfordshire Local Plan and advice contained in PPG15 "Planning and the Historic Environment" and the South Oxfordshire Design Guide.
